Why the exits are where they are
Someone in a restricted network wants an exit outside it. Putting exit servers inside that network would defeat the purpose and place them within local reach — so we deliberately do not.
Exit addresses that get blocked are retired and replaced. That is routine for this kind of service, not an incident.
